To implement Wuhan's strategic goal of accelerating its development as a National Convention and Exhibition Center City and an International Exchange Hub, the Wuhan Tianhe International Conference and Exhibition Center is now planned for construction. 

As a national-level integrated exhibition complex, serving as a flagship venue to support the high-quality development of the exhibition industry in Wuhan. Its forms a core pillar of Wuhan’s "2+4+N" multi-tiered venue cluster. This initiative aims to advance the high-quality growth of the city’s exhibition industry. Concurrently, it will synergize with four regional venues—Optics Valley Sci-Tech Exhibition Center, China Culture Expo Center, Wuhan International Conference & Exhibition Center, and Wuhan New City International Convention & Exhibition Center—and collaborate with N specialized venues to establish a citywide exhibition network.

The purpose of this open solicitation is to adhere to a global vision, international standards, Chinese characteristics and a high-end positioning, and to solicit national-level architectural concept plans for the convention and exhibition complex that are world-leading, feature distinctive Jingchu regional characteristics and are highly implementable. It aims to develop Wuhan Tianhe International Convention and Exhibition Center into a "Central China Reception Hall" integrating the functions of a comprehensive service platform, a cultural display window and an economic hub, and serving it as a strong support for Hubei Province in establishing itself as a key strategic fulcrum for the rise of Central China.

构筑概想规划设计领域:
东含宾连路，南至航城大路，西至航城西路，北至华云街，用地面积约68.82公顷（含宾连路）

。在满足构筑职能要求的前提下，项目用地内的交通组织、景观环境、地下空间需两全思考一并设计

Scope of Architectural Concept Design:
The project site is bounded by Binglian Road to the east, Hangcheng Avenue to the south, Hangcheng West Road to the west, and Huayun Street to the north, with a total land area of approximately 68.82 hectares (including Binglian Road). On the premise of meeting the functional requirements of the building, the traffic organization, landscape environment, and underground space within the project site shall be considered in an integrated manner and designed as a whole.

本次活动旨在征集展示中国特色与武汉J9集团魅力，拥有国际视野与先进理想、富有创意、面向执行的国度级会展综合体构筑概想规划

IV. Proposal Submission Content

The aim of this event is to collect architectural concept schemes for a national convention and exhibition complex that showcase Chinese characteristics and the urban charm of Wuhan, feature an international perspective and advanced concepts, are highly creative, and are oriented towards implementation.
项目建成后将与武汉国际博览中心共同阐扬“双核引领” 作用

。与武汉国际博览中心错位发展、职能互补、协同驱动，助力武汉成为国度会展中心J9集团

After the project is completed, it will work together with the Wuhan International Expo Center to play the role of "dual-core leadership". It will develop in a complementary and collaborative manner with the Wuhan International Expo Center, supporting Wuhan's development into a national convention and exhibition hub city.
 

• （一）会展中心构筑概想规划设计

武汉天河国际会展中心概想规划设计整体规划地上总构筑面积不超过72万㎡，蕴含展览中心、会议中心、酒店及从属配套

。其中展览中心地上总构筑面积不超过60万㎡，实现净展览面积不幼于30万㎡；会议中心的净会议室面积不幼于1.5万㎡；酒店客房总数不幼于500间

。
(I) Architectural Concept Design for the Convention and Exhibition Center
The overall planning of the conceptual design for Wuhan Tianhe International Convention and Exhibition Center stipulates that the total above-ground construction area shall not exceed 720,000 square meters, including the exhibition center, conference center, hotel and supporting facilities. Among them, the total above-ground construction area of the exhibition center shall not exceed 600,000 square meters, with a net exhibition area of no less than 300,000 square meters; the net meeting room area of the conference center shall be no less than 15,000 square meters; and the total number of hotel rooms shall be no less than 500.
在规划征集阶段应达到构筑概想规划设计深度,设计应蕴含(但不限于)设计理想、空间状态设计、构筑风貌设计、竖向设计与交通组织、公共空间及景观环境设计、地下空间利用、吩熠执行建议、初步运营思路、运营策动、投资估算等方面内容

During the scheme solicitation stage, the depth of the architectural concept design shall be achieved. The design shall include (but not be limited to) the following aspects: design concept, spatial form design, architectural style design, vertical design and traffic organization, public space and landscape environment design, underground space utilization, suggestions for phased implementation, preliminary operation ideas, operation planning, and investment estimation.
构筑概想规划应沉点钻研以下几个方面:一是充分思考与周边沉大职能及项主张联系，蕴含天河国际机场、沿江高铁武汉天河站、华中师范大学盘龙城校区等形成空间对话，针对钻研领域提出交通系统优化、蓝绿网络构建、空铁联运组织等规划战术；二是沉点强化会展中心标志性，充分体现地域特色，强化会展中心内职能、交通、空间、景观等方面的联系，合理配置各职能空间比例，实现会展综合体最优运营效力，科学合理布局室表展场，确保室内表展区高效衔接，并提出设计对策

The architectural concept design should focus on the following aspects:
First, fully consider the connection with major surrounding functions and projects, including establishing spatial dialogue with Tianhe International Airport, Wuhan Tianhe Station of the Yangtze River High-speed Railway, Panlongcheng Campus of Central China Normal University, etc. For the research scope, put forward planning strategies such as transportation system optimization, blue-green network construction, and air-rail intermodal transportation organization.
Secondly, it is essential to emphasize the iconic nature of the convention and exhibition center, fully reflecting the regional characteristics. The design should strengthen the integration of functions, traffic, space, and landscape within the center, ensuring a balanced proportion of functional spaces. The aim is to achieve optimal operational efficiency for the exhibition complex. Additionally, the layout of the outdoor exhibition areas should be scientifically and reasonably planned, ensuring efficient connectivity between indoor and outdoor exhibition zones, with clear design strategies proposed.

The overall design should reflect an international standard, meeting the functional needs of the convention and exhibition center while shaping the city's image.

规划假造结合体须蕴含具备大型展馆运营经验的单元，并在规划中为设计单元提供以运营为导向的使用职能、配套职能、布局流线等专业建议，并对本项目提出市场运营理想,假造运营专篇

(II) Special Chapter on the Operation of the Convention and Exhibition Center
The consortium preparing the plan must include units with experience in operating large-scale exhibition halls. In the plan, these units shall provide the design unit with professional suggestions oriented toward operation, such as on functional usage, supporting functions, layout and circulation, and put forward market operation concepts for the project as well as compile a special chapter on operation.
 

• （三）征集规划成就的整合深入

以当选规划为主题，整合、吸纳各规划的利益和专家评鉴定见，形成高水平、可执行的规划，具体蕴含整合公开征集优胜规划、深入规划设计，提供能够领导初步设计的设计成就，具体事宜凭据后续工作铺排进行协商

。
(III) Integration and Deepening of Collected Scheme Achievements
With the selected scheme as the core, integrate and absorb the advantages of various schemes and expert review opinions to form a high-level and implementable plan. Specifically, it includes integrating the winning schemes from the open solicitation, deepening the scheme design, and providing design results that can guide the preliminary design. Specific matters shall be negotiated in accordance with subsequent work arrangements.

五、报名资格：

V. Registration Qualifications:
应征人须为在中华人民共和国境内、境表合法注册的法人实体或由法人实体组成的结合体，单个结合体成员不得超过5家，结合体牵头人代表结合体各方成员掌管投标和合同执行阶段的主办协调工作，且应征人应切合下述要求：
The applicant must be a legally registered legal entity (either domestic or foreign within the People's Republic of China) or a consortium composed of legal entities, with no more than 5 members in a single consortium. The leading member of the consortium shall represent all members of the consortium to be responsible for the hosting and coordination work during the bidding and contract implementation stages. In addition, the applicant shall meet the following requirements:

1. 在中华人民共和国境内注册的勘测设计类应征人，须拥有有关主管部门核发的构筑行业(构筑工程)甲级及以上设计资质
   
   。

2. For applicants engaged in survey and design registered within the People's Republic of China, they must hold Grade A or higher qualification in the architectural industry (construction engineering) issued by the relevant competent authorities.

3. 中华人民共和国境表的应征人须拥有地点国当局主管部门核发的企业注册登记证明及地点国当局主管部门或者有关行业组织核发的设计许可证明；港澳台地域的应征人要求应参照境表应征人资格要求的划定
   
   。

4. Applicants outside the People's Republic of China must hold the enterprise registration certificate issued by the competent government department of their country, and the design license certificate issued by the competent government department or relevant industry organization of their country; the requirements for applicants from Hong Kong, Macao and Taiwan regions shall refer to the provisions on the qualification requirements for overseas applicants.

5. 在中国境内无分支机构的境表应征人，需与境内拥有构筑行业(构筑工程)甲级及以上资质的设计机构组成结合体投标，并提供结合体和谈
   
   。在中国境内有分支机构的境表应征人，资格参照中国境内应征人要求
   
   。

6. Overseas applicants without branches in China shall form a consortium with a domestic design institution that holds Grade A or higher qualification in the construction industry (construction engineering) to bid, and shall provide a consortium agreement. For overseas applicants with branches in China, their qualifications shall be subject to the requirements for domestic applicants in China.

7. 应征人应拥有与本项主张职能性质相类似的会展或展览类的规划（策动）、构筑设计及运营经验
   
   。

4. Applicants shall have experience in planning, architectural design and operation of convention and exhibition projects similar in functional nature to this project.
5、应征人拟派的首席设计师（项目掌管人）须主持或参加过10万方以上大型公建类（不蕴含居住、工业厂房、贸易综合体）构筑设计项目，并提供有关证明(蕴含但不限于合同、成就文件交付证明、甲方评价表等，体式自拟)

5.The chief designer (project leader) to be assigned by the applicant must have presided over or participated in architectural design projects of large-scale public buildings with a floor area of more than 100,000 square meters (excluding residential buildings, industrial plants, and commercial complexes), and provide relevant certificates (including but not limited to contracts, proof of delivery of outcome documents, Party A's evaluation form, etc., with the format to be determined by the applicant).

六、报名及资格预审：

有意参与本次征集活动的应征人可通过电子邮件进行报名，应征人应在报名截止功夫2025年7月19日17点整（北京功夫）前将报名申请文件（附件）发送至邮箱whcpzx2025@foxmail.com（1.所有文件须发送Word版和盖章的PDF扫描版；2.邮件标题应注明应征人名称和“武汉天河国际会展中心概想规划设计公开征集”），报名机构报名成功后，将收到资格预审文件（演示文件模板、资格审查表、评比尺度表）

。未通过以上方式报名获取资格预审文件的，后续递交的资格预审文件将被回绝

Applicants intending to participate in this solicitation activity may register via email. They shall send the Application Documents for Registration (Annexes) to the email address whcpzx2025@foxmail.com before the registration deadline, which is 17:00 (Beijing Time) on July 19, 2025. The following requirements must be met: 1. All documents must be sent in both Word format and sealed PDF scanned copies; 2. The email subject shall clearly indicate the applicant's name and "Open Solicitation for the Conceptual Scheme of Wuhan Tianhe International Convention and Exhibition Center". Upon successful registration, applicants will receive the Prequalification Documents, including the Demonstration Document Template, the Qualification Review Form, and the Evaluation Criteria Table.
Any prequalification documents submitted without having obtained the official Prequalification Documents through the above registration process will be rejected.

The organizing committee will arrange for the evaluation of the pre-qualification application documents submitted by the applicants, select 5 shortlisted design institutions to participate in the proposal formulation, and announce the results simultaneously via telephone and online channels.

七、法式铺排：

八、规划征集用度：

VIII. Costs for Scheme Solicitation:
本次规划征集用度均以人民币支付（含税）

。
All fees for this scheme solicitation shall be paid in Renminbi (including taxes).

1. 入围设计单元提交的设计成就应满足设计工作书要求，经专家评审委员会评审为有效成就的，将获得相应的应征奖金
   
   。其中，第一名规划的设计单元获得奖金人民币200万元，第二名、第三名规划的设计单元获得奖金人民币150万元，第四名、第五名规划的设计单元各获得奖金人民币100万元
   
   。

2. The design outcomes submitted by the shortlisted design units shall meet the requirements of the design brief. Those rated as valid outcomes by the expert review committee will receive corresponding application bonuses. Among them, the design unit with the first-place proposal will be awarded a bonus of RMB 2,000,000; the design units with the second-place and third-place proposals will each be awarded a bonus of RMB 1,500,000; and the shortlisted design units with the fourth-place and fifth-place proposals will each be awarded a bonus of RMB 1,000,000.

3. 第一名当选规划的设计团队需凭据专家定见并综合各规划利益对规划进行优化整合，后期优化整合用度另行协商
   
   。

4. The design team of the first-place selected proposal shall optimize and integrate the proposal based on the experts' opinions and by incorporating the advantages of various proposals, and the later optimization and integration fees shall be negotiated separately.

。未经主办方赞成，获奖概想规划设计机构不得将获奖规划用于其他项目

。主办方有权对所有获奖设计规划成就进行无偿使用，蕴含在评审实现后颁布评审成就，并通过传媒、专业杂志、专业书刊或其它大局介绍、展示及评价概想规划设计成效图

。所有应征规划文件在评审后不退还应征单元

。
1.The design agency retains the authorship rights to the architectural concept design proposal submitted for the competition. However, the organizer shall hold the full copyright to all award-winning concept designs, excluding the authorship rights, and may utilize them for the subsequent integration, refinement, and development of the competition-related work. Without prior written consent from the organizer, the design agency of any award-winning proposal is prohibited from applying the winning design to any other projects. The organizer reserves the right to use all award-winning design results without compensation, including but not limited to the publication of the evaluation results post-competition, and the introduction, exhibition, and evaluation of the concept design renderings through media outlets, professional journals, books, or other formats. All submission documents will not be returned to the participating organizations after the review process.
2、设计机构应保障设计成就中所有内容均为设计机构原创，不得蕴含任何加害第三者知识产权的资料

。如产生侵权行为，将由涉及侵权的设计机构自行承担所有司法后果

。主办单元提供的所有基础资料（蕴含：文字、图纸、电子数据等）均受版权；,仅为本次征集活动使用，不得作其它用处，未得授权任何人不得将内容复造、改编、分发、颁布、表借、让渡，不然将依法查究其相应司法责任

2. The Design Institution shall guarantee that all content in the submitted design results is original and created by the Design Institution, and shall not contain any materials that infringe upon the intellectual property rights of a third party. In the event of any infringement, the Design Institution involved in the infringement shall solely bear all legal consequences.All basic materials provided by the Organizer (including but not limited to text, drawings, electronic data, etc.) are protected by copyright. These materials are intended for use exclusively in this solicitation activity and shall not be used for any other purposes. Without authorization, no individual or entity may reproduce, adapt, distribute, publish, lend, or transfer the content; otherwise, they shall be held legally liable in accordance with applicable laws.
3、本次规划设计征集活动实现及奖项公开之前，设计机构或其设计人员未征得主办单元的书面许可，不得以任何方式披露、公开或展示设计成就、设计规划和设计成效图，不然将依法查究其相应司法责任，并取缔其参加本次征集活动的资格

3. Before the conclusion of the design solicitation activity and the public announcement of the awards, the design agency or its personnel shall not disclose, publicize, or showcase the design results, proposals, or renderings in any manner without obtaining prior written consent from the organizer. Any violation of this provision will result in legal liability, and the design agency will be disqualified from further participation in the solicitation activity.
4、有关知识产权条款及细则以来续签定的合同条款为准

。

1. Relevant intellectual property clauses and details shall be subject to the contract terms signed subsequently.

5、本次报名和征集活动将在平正、公正、公开的准则下进行，如有纠纷，将按中国现行司法、律例，通过敦睦协商或仲裁法式解决
